I do know the translation of "Raca" as "fool" is not suppose to be accurate, from some people that were into Biblical Aramaic. That interpretation comes from one idiom of the talmud that is two centuries older than the NT.
Raca is supposed to mean "I spit upon thee".
So the commentary I've read mentions more the difference in this verses that a person is in danger of going to hell for saying somebody is a fool. Because all over the Bible, especially Psalms and Proverbs you have the use of the term in an obviously approved way.
So in my studies, this passage is more aimed at contempt. Specifically despising people who bear the Divine Image, which shows "contempt for their maker" as that one scriptural phrase goes.
